Speeding in Ukraine: what has changed in 2025?

A significant number of accidents caused by violations on the road have necessitated changes to the current legislation regulating the Road Traffic Regulations (RTR). The key prerequisites for the increase in the number of accidents, including fatal ones, were drunk driving, disregard for traffic lights and, most importantly, speeding. Therefore, from June 1, 2025, the “ceiling” of permitted speed limits on roads has been changed throughout the country and fines for speeding in Ukraine have been increased.

How has the responsibility for speeding changed?

The level of responsibility for speeding has now increased significantly, and the fine for it has also increased. In addition to the fact that the amount that must be paid without delay has become stricter, the ability to exceed the speed limit by up to 20 km/h without punishment has been abolished, meaning that there is no loyalty from the State Tax Service employees. Today, the fine for speeding is:

However, each event on the road can be considered as a private specific case, therefore, the payment of a fine for speeding is not necessarily recorded once and for all. So, if the speed limit is exceeded for the second time, the fine doubles. But if the driver is a regular speeder, he may be deprived of his driver's license for six months.

The speed limit depends on the region. For example:

1. Kyiv. The standard speed limit of 50 km/h is in effect in the capital from November 1 to April 1. During other periods, by decision of the Kyiv City Council, the speed limit is allowed within 80 km/h on certain streets.
2. Dnipro. In this large city, the speed limit on certain streets is also allowed up to 70 km/h from the beginning of April to November 1, as opposed to the standard 50 km/h.

The following speed limits are generally in effect in Ukraine:

• residential areas with pedestrians - 20 km/h;
• all populated areas - 50 km/h;
• outside populated areas - 90 km/h;
• highways with a dividing strip - 110 km/h;
• highways such as expressways - 130 km/h.
